MTC Verification Checklist for Steel Materials

Physically check –Procedure
A practical checklist for EPC contractors, QA/QC engineers, procurement teams, and project managers to verify Material Test Certificates Or Mill Test Certificates (MTCs) before material acceptance and installation.

What is MTC ?

1.   A Material Test Certificate or Mill Test Certificate (MTC) is a document that confirms that the material supplied like steel, cement, pipes, etc. has been tested and meets the required specifications.

Check physically steel Identification
1. Steel Description match with Purchase order
2. Material make as Your approve make IS Specifications
3. Grade of Steel FE 415, FE 500, Fe 550 D or more
4. Check the ISI Marks on steel
5. Ensure the Brand name & Dia

Check Quantity in Vehicle

Ensure that the total quantity of material received in the vehicle is physically verified at site before unloading. Count all items properly, including bundles and loose materials, and cross-check the same with the invoice and delivery challan.
For bulk or steel materials, also verify the quantity by checking the weight through weighbridge slip or actual weighing. The measured weight should match with the invoice/dispatch details.

Traceability of MTC
How to check for MTC traceability follow below

1. Relate Invoice with MTC
 Ensure the unique test certificate (MTC) number is mentioned on both MTC and invoice, and both should match without any mismatch.
2. Invoice date
Ensure that the invoice date and MTC issue date are the same or closely aligned. Any major difference should be verified before accepting the material.
3. Confirm Manufacturer Name on MTC
Ensure manufacturer name & logo on MTC matches invoice and approved vendor.
4. Match Heat Number on Material with MTC, Invoice
Ensure the heat number marked on the material exactly matches the heat number mentioned in the MTC. Do not accept material if there is any mismatch.
5. Quantity of Steel
Ensure the quantity of material received matches exactly with the quantity mentioned in the MTC. Accept only if both are the same.
6. Testing Date on MTC
Check that the testing date mentioned on the MTC is earlier than the invoice date. Material should be accepted only if testing was done before dispatch.
7. Check Steel Material Tag with MTC
Verify that the material tag attached to the steel matches the MTC details. Check heat number, bundle number, manufacturer logo, and identification marks. Accept only if all details match with the MTC.
8. Check Chemical Composition as per IS 1786
Verify that the chemical composition in the MTC complies with IS 1786 limits. All elements should be within the specified range.
9. Check Mechanical Properties
Ensure mechanical properties (yield strength, tensile strength, elongation) meet the specified standard as per MTC.
10. Third-Party Inspection (If Required)
Cut 1 m length samples (3 pieces for each diameter) and verify weight physically or send samples to a NABL-approved lab for testing.

Third-Party Inspection (If Required)
Sampling of Third part Inspection as your Project Specification Follow below :
1. Cut 1 m length samples (3 pieces for each diameter) and verify weight physically or send samples to a NABL-approved lab for testing.
2. Confirm third-party inspection agency name is mentioned
3. Check inspection certificate number
4. Verify inspector name, signature, and stamp
5. Ensure inspection date is mentioned
6. Confirm inspection scope (what all checked)
7. Match material details with MTC
8. Verify heat number confirmation by inspector
9. Check test reports attached (chemical/mechanical/NDT if required)
10. Ensure compliance with project specification/code

Physically Bend Test at Site

1.Bend steel up to 180° – if any crack appears → reject
2. If no ISI mark → reject
3.If no brand name → reject
4.If under weight → reject
5. If under diameter (Dia) → reject


Common Mistake in MTC

Do not Accept material Follow Below :
1. Not matching heat number between material and MTC
2. Ignoring chemical or mechanical limits
3. Any crack appears in bar
4. Bend steel up to 180°
5. Accepting MTC without signature or stamp
6. Not verifying manufacturer details
7. Accepting edited or unclear certificates
8. Not matching invoice with MTC
9. Accepting material without full document verification
10. Ignoring material markings/tags
